The Arkansas Racing Commission issued the following notice of public hearing to consider rule changes that could go into effect for the upcoming meet at Oaklawn Park.

NOTICE OF PUBLIC HEARING
The Arkansas Racing Commission will meet on October 14, 2021, at 11:00 a.m. in the Commission office located at 1515 West Seventh Street, Suite 500, Little Rock, Arkansas, to consider the adoption of the following rule changes:
(1) Thoroughbred Rule 1217 Medication and Prohibited Foreign Substances. Proposed amendment changes the existing Rule to comply with current industry practices and the latest version of industry model rules.
(2) Thoroughbred Rule 1217.1 Anabolic Steroids. Proposed amendment is to comply with current model rules and industry practices.
(3) Thoroughbred Rule 1217.5 Uniform Guidelines for Foreign Substances and Recommended Penalties Model Rule. Proposed amendment is the most current updated Rule from the Association of Racing Commissioners International. The ARCI guidelines are updated periodically.
(4) Thoroughbred Rule 1232(5) Medication Furosemide (Lasix). Proposed amendment specifies the penalty for use of Lasix in a race designated as Lasix-free by the franchiseholder.
(5) Thoroughbred Rule 2169 Jockey Mount Fees. This proposed amendment provides for the payment to a jockey who finishes in fourth place.
(6) Thoroughbred Rule 2426 Claiming. This proposed amendment allows an owner to more easily claim a horse and removes some of the previous minor requirements for eligibility for claiming horses. It also changes the time period for claiming until 24 hours after the application was approved by the Stewards.
(7) Thoroughbred Rule 2426-A Claiming. This proposed amendment allows an owner to take advantage of a second waiver, making a horse ineligible to be claimed for a second race, after a first waiver has been executed under the existing Rule.
(8) Thoroughbred Rule 2430 Claiming. This proposed amendment limits claims by a stable / owner which has the same trainer.
(9) Thoroughbred Rule 2440 Claiming. This proposed amendment addresses claiming and timing for transfer of title to a claimed horse.
(10) Thoroughbred Rule 2458 Claiming. This proposed amendment addresses claiming and eligibility of a horse to run after being claimed.
Any persons wishing to speak for or against any of the above-proposed rule changes should appear at the meeting on October 14, 2021, and they will be given the opportunity to express their views. Persons wishing to submit written comments on the above-proposed rule changes should send them to the Arkansas Racing Commission, P.O. Box 3076, Little Rock, Arkansas 72203, prior to the close of business on Tuesday, October 12, 2020. Copies of the complete text of the proposed rule changes can be obtained from the Racing Commission office during normal business hours and from the Secretary of State’s office.
