The following is a notice from the Louisiana Racing Commission, stating its "position on shipping horses via cargo containers." It was released Tuesday:
LET IT BE KNOWN that at the Louisiana State Racing Commission considers the safety of horses that race and train at Louisiana racetracks and training facilities to be a top priority. The Commission has serious concerns about the conditions that exist, and care provided to, horses that are shipped via standard cargo containers, not specially designed and supported for horse transport. Shipping horses in cargo containers not specifically designed
and supported for horse transport represent a significant risk to their health and welfare and as such, the Commission believes this form of horse transportation is inhumane. The Commission urges, in the strongest terms possible, that all tracks and training facilities within the State of Louisiana take immediate steps to ensure that horses are protected from this practice and are shipped using the best industry practices and standards for shipping live
animals which are also in compliance with all municipal, state, and federal laws and regulations, to include, but not limited to being air shipped in compliance with all United States Department of Transportation’s Federal Aviation Administration regulations and guidelines and sea shipped in compliance with all United States Department of Transportation’s Maritime Administration’s regulations and guidelines.
